Who this is for

Organisers, venues, production houses and brand activations that need end-to-end security permits, staffing, access, screening, VSS (CCTV) coverage and auditable logs for authorities and sponsors whether you are hosting in Dubai or planning to mirror standards at events in South Africa.

In Dubai, the Security Industry Regulatory Agency (SIRA) regulates the security industry under Law No. (12) of 2016 and its Implementing Bylaw, and public events must use a SIRA-licensed provider with an approved Event Security Permit. Requirements are further detailed in the Preventive Systems Manual (PSM), approved in Administrative Resolution No. (13) of 2025, which sets technical and procedural standards for security systems and devices.

In South Africa, we apply similar discipline to event security and crowd management, aligning deployments with PSIRA requirements and relevant local by-laws, whilst adapting to the site, audience and risk profile.

How we deploy (4 steps)

Scope & risk

Event type, capacity, demographics, VIPs, threat review; draft zoning, staffing model and systems overlay for Dubai and, where applicable, South African events.

Mobilise & brief

Role-specific briefings for licensed teams (organisers/guards /operators), radio checks, muster points and escalation trees.

Operate & debrief

Live incident logging, VSS bookmarks, partner liaison; deliver a post-event report with recommendations and evidence packs.

Results we target

  • Smooth ingress/egress with target queue times set per venue.
  • Zero permit exceptions and complete compliance documentation for Dubai events.
  • Rapid incident resolution with evidence packs accepted by authorities and sponsors.
  • Clear, auditable event logs that stand up to internal and external review.

Compliance checklist

DUBAI

  • Permit: Obtain a SIRA Event Security Permit; submit application and guard list within required timelines (typical SLA around 2 business days once accepted, subject to SIRA processing).
  • Licensed provider & roles: Use a SIRA-licensed security service; ensure individuals hold the correct license (for example Event Security Organiser, Security Guard, Security Systems Operator).
  • PSM alignment: Safety/security services, signage and system requirements must follow the Preventive Systems Manual, including device placement, retention settings and health monitoring where mandated.
  • Systems & devices: Only SIRA-approved security equipment/devices; connect VSS and alarms to health monitoring where required.
  • Venue/event permits: Where applicable, align with Dubai DET event and/or activity permit processes (venue/activity approval) in addition to SIRA permissions.

South Africa at a glance

  • PSIRA alignment: Event security and crowd management deployments in South Africa use PSIRA-registered personnel and follow the Private Security Industry Regulation Act.
  • Local permits: For larger public events, we coordinate with local authorities, venue management and emergency services to meet municipal and licensing requirements.
  • Risk-based staffing: Guard and steward numbers, routes and posts are scaled to capacity, site layout and risk assessment.
Do I always need a SIRA Event Security Permit in Dubai?

If your gathering is a public event (performances, festivals, races, etc.) in Dubai, SIRA requires a permit with a licensed provider and listed personnel; unpermitted events may attract fines or enforcement action. We manage the application and updates on your behalf.

In Dubai, event security organisers, guards and security system operators must hold licences aligned to their roles per the Implementing Bylaw and PSM. We verify all certifications and ensure rosters meet SIRA expectations.

Yes, for Dubai events devices must be SIRA-approved and configured per the Preventive Systems Manual (recording, retention, health monitoring). We only deploy approved hardware and provide audit trails. For South African events, we design system overlays in line with local standards and risk.

For many Dubai events, you will also need a Dubai DET event or activity permit/approval in addition to SIRA security permissions. We coordinate timelines and documents across both so you avoid last-minute blocks.
