Who are Cerberus Tactical Security?
Cerberus Tactical Security is a specialist security provider focused on high-quality guarding, patrols, control-room operations, and technical security (CCTV, access control, alarms), backed by formal risk assessment and security consultancy. We operate in line with local regulation in both Dubai/UAE and South Africa, with a strong emphasis on audit-ready systems, evidence, and reporting.
Where do you operate?
Our primary operating regions are:
- Dubai/UAE – under the Security Industry Regulatory Agency (SIRA) framework, established by Law No. (12) of 2016 to regulate the security industry in the Emirate.
- South Africa – within the framework of the Private Security Industry Regulation Act 56 of 2001, which creates the Private Security Industry Regulatory Authority (PSIRA) and regulates private security services nationally.
Additional coverage in other Emirates or African regions can be considered by arrangement, subject to licensing and regulatory requirements.
What services do you provide?

How are your services regulated in Dubai?
In Dubai, private security is regulated by SIRA, created under Law No. (12) of 2016, which sets out the framework for licensing security providers, defining security roles, and regulating preventive security systems.Technical requirements for CCTV, alarms, access control and system-health monitoring are defined in the Preventive Systems Manual (PSM), which was formally approved in Administrative Resolution No. (13) of 2025.Our designs, control-room operations and guarding SOPs are built to sit cleanly within this legislative and technical framework.
How are your services regulated in South Africa?
In South Africa, the private security industry is regulated by the Private Security Industry Regulation Act 56 of 2001, which established PSIRA as the national regulator. The Act’s purpose is to regulate private security services and ensure effective control over security service providers.
PSIRA enforces a Code of Conduct and associated regulations that govern registration, conduct, training and accountability for security providers.
Cerberus operates in South Africa as a PSIRA-registered provider, with officers graded and registered in accordance with these requirements.
Can you help with SIRA approvals (SPC/SSC and device approvals)?
Yes. For Dubai/UAE projects we can:
- Map which sites need Security Plans Certification (SPC) and Security System Certification (SSC)
- Prepare security plans, drawings and device schedules
- Ensure that cameras, recorders, alarms and other devices are SIRA-approved through the Security Equipment & Devices Certification / type-approval process
We build SIRA timelines and documentation into the project from the outset to reduce rework and delays.
How do you ensure PSIRA compliance in South Africa?
For South African sites, we design guarding models, control-room operations, alarm response and technical deployments so that they can be delivered by PSIRA-registered providers within the PSIRA Act and its regulations.
This includes:
- Using PSIRA-registered, appropriately graded officers
- Following PSIRA’s Code of Conduct and applicable training/record-keeping regulations
Documenting SOPs, incident records and evidence trails so compliance is demonstrable during audits or investigations
Do you design systems to the Preventive Systems Manual (PSM) in Dubai?
Yes. For Dubai projects, our CCTV, alarm, access control and health-monitoring designs align with the Preventive Systems Manual, which sets technical benchmarks for device types, recording frame rates, retention durations, system-health alerts and integration with approved fire-alarm systems for specified categories of establishment.
We keep PSM requirements central to the design, so compliance is engineered in rather than bolted on later.
Are your guards armed?
In South Africa, armed officers and armed response teams:
- Are PSIRA-registered and graded for armed duties
- Require additional firearm competency, background checks and licensing beyond standard guarding roles
- Dubai/UAE: No. Private-sector guarding in Dubai operates on an unarmed basis; SIRA-licensed guards focus on deterrence, observation, safe intervention and rapid liaison with police and civil defence, under Law No. (12) of 2016 and its implementing regulations.
- South Africa: Where risk, contract and local law require it, we provide armed security officers and armed response alongside unarmed guarding. Armed roles are delivered by PSIRA-registered officers with appropriate grading, firearm competency and licensing, in line with the PSIRA Act and evolving firearm regulations for security service providers.
How do armed services work in South Africa?
In South Africa, armed officers and armed response teams:
- Are PSIRA-registered and graded for armed duties
- Require additional firearm competency, background checks and licensing beyond standard guarding roles
- Perform the same core tasks as unarmed guards (patrols, customer service, incident response), with the added deterrent and protective capability of being armed, where risk and regulation justify it
We design armed deployments based on a formal risk assessment, and with careful respect for PSIRA’s regulatory framework and emerging firearm-control regulations.
Do you provide residential as well as corporate guarding?
Yes. We provide:
- Corporate guarding for office towers, business parks, data floors, logistics hubs and mixed-use developments
- Residential guarding for compounds, gated communities, high-rise residences and estates, including gatehouse control, patrols, amenity oversight and nuisance management
The guarding posture and staffing model differ by region (unarmed in Dubai; unarmed and, where needed, armed in South Africa) and by risk profile.
Do you provide CCTV monitoring and control-room services?
Yes. We design, commission and operate on-site and remote control rooms for CCTV / video security systems (VSS) in both Dubai/UAE and South Africa.In Dubai, this includes compliance with the PSM’s technical requirements for recording, retention and health monitoring, as well as use of SIRA-approved cameras, NVRs and related devices where required. In South Africa, our control-room operations are aligned with PSIRA regulations, privacy expectations and good practice for evidence handling.
Can you integrate with our existing CCTV, access control and alarms?
Yes. We are vendor-agnostic and routinely:
- Integrate with existing CCTV/VMS, access control and intruder alarm platforms
- Reconfigure analytics, retention and event-handling rules to satisfy SIRA/PSM requirements in Dubai
Align configuration and operating procedures with PSIRA and South African legal expectations, including privacy, evidence handling and data retention policies
Where your current systems cannot be brought to compliance cost-effectively, we specify upgrades that meet the required standards.
Do you only monitor CCTV, or can you also respond on the ground?
We can do both:
- Monitoring only – where you already have an internal response team or state responders are sufficient
- Monitoring + response – where we integrate CCTV monitoring with guarding, mobile patrols and, in South Africa, armed response where contracted and justified by risk
The exact model depends on the region, site type and applicable regulation.
How does the engagement process work?
A typical engagement runs in four stages:
- Discovery & risk – scoping call, data request, and site review (remote or on-site) to understand your estate in South Africa and/or Dubai/UAE.
- Design & proposal – risk register, high-level concept, and recommended service mix (guarding, patrols, CCTV, access control, alarms, consultancy). For Dubai, this includes a SIRA approvals roadmap; for South Africa, a PSIRA-aligned operating model.
- Mobilisation – SOPs and post orders, staffing plan, technology changes, inductions and handover from current providers where applicable.
- Operate & improve – live operations with structured reporting, audits and continuous optimisation.
How quickly can you mobilise?
Mobilisation depends on scope, region and risk profile, but as a guideline:
- For straightforward guarding deployments at a single site, we typically work to a 10–14 day mobilisation window after agreement and site survey.
- More complex multi-service or multi-site deployments, or those requiring extensive SIRA approvals, PSIRA grade changes or technology upgrades, may require a longer lead time
We will provide indicative timelines as part of the proposal.
Are your services available 24/7?
Yes. We support 24/7 operations across both Dubai/UAE and South Africa, including:
- 24/7 guarding and patrols where contracted
- 24/7 control-room monitoring and alarm handling
- 24/7 operations desk contact for contracted clients
Exact cover is defined in your Service Level Agreement (SLA).
What kind of reporting and KPIs will we receive?
Typical reporting includes:
- Daily occurrence books and incident reports
- Monthly KPI summaries (incident volumes, response times, patrol compliance, system uptime, shrink metrics for retail, etc.)
- Quarterly review meetings with recommendations for improvements
Reports can be segmented by site and region, so you can compare performance across Dubai/UAE and South Africa.
How do you handle CCTV footage, access-control logs and personal data?
We treat all footage and logs as sensitive data. Our approach includes:
- Configuring retention periods in accordance with the PSM and SIRA expectations for Dubai, and with local law and good-practice CCTV/privacy guidance for South Africa
- Restricting access to authorised personnel only
- Documenting export procedures and chain-of-custody steps so evidence remains defensible in legal or disciplinary proceedings
Where clients have internal data-protection policies or sector-specific rules, we align with those as well.
Can you support audits or investigations?
Yes. Our incident and evidence-handling procedures are designed to support:
- SIRA and other local authority inspections in Dubai
- Insurer, landlord or internal audit reviews
- External investigations or legal proceedings where our records are relevant
We can prepare structured evidence packs (log extracts, footage, statements and chain-of-custody notes) on request.
Do you work with both small sites and large estates?
Yes. We support:
- Single-site clients (for example, one office tower, a single warehouse or a standalone residential compound)
- Multi-site portfolios across Dubai/UAE
- Multi-site portfolios across South Africa
- Mixed portfolios spanning both regions

How do you price your services?
Pricing is based on:
- Region and regulatory requirements (SIRA in Dubai, PSIRA and local law in South Africa)

- Hours of coverage and SLA expectations
- Technology scope (new systems vs. use of existing infrastructure)

Can you provide consultancy only, without ongoing guarding or monitoring?
Yes. We offer stand-alone consultancy services covering:
